Follow the steps below to export your contacts from Outlook and then import to GMail. Unfortunately, there is currently no direct way to sync contacts from Microsoft Outlook to your Android phone.
Open Outlook.
Open your Contacts.
Select File --> Import and Export...
In the Import and Export Wizard select Export to a file.
Select Comma Seperated Values (Windows).
Make sure Contacts is the highlighted folder to export from.
Save the export file to a known location.
Select Finish.
Open your GMail account.
Open your Contacts.
Select Import.
Browse to the *.csv file you exported from Outlook.
Click the Import button.
All your contacts should now be imported into GMail. These contacts should automatically sync with your phone.

There are many ways to sync Outlook with an Android phone. You can search the web for them or go to syncdroid.net, where you can find a chart of most available software, what it syncs (contacts, calendar, email, tasks, notes), whether it syncs with USB cable or wirelessly, the price (many free), and a short overview of each software title. Its a good resource. Cheers!
